Disability often creates barriers that limit an individual’s full participation in social, economic, and community life, leading to exclusion and reduced opportunities. Therefore, ensuring the protection of the rights of persons with disabilities, along with providing effective rehabilitation services, is an essential responsibility of a democratic and welfare-oriented state. In India, the rights of persons with disabilities have been institutionally recognized through constitutional provisions, the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD), and the Rights of Persons with Disabilities Act, 2016. However, significant regional disparities continue to exist in terms of access to rights, rehabilitation services, and social inclusion.
The present study aims to examine the practical status of disability rights and the effectiveness of rehabilitation measures in Shivpuri District of Madhya Pradesh through an empirical investigation. The study explores the level of awareness regarding disability rights, accessibility of welfare schemes, availability and quality of rehabilitation services, and the extent of social inclusion experienced by persons with disabilities. The findings highlight several challenges, including limited awareness, inadequate rehabilitation facilities, barriers in education and employment, and experiences of social discrimination. The study emphasizes the need for strengthening rights-based interventions, improving rehabilitation services, enhancing accessibility, and promoting inclusive development to ensure the dignity, equality, and social participation of persons with disabilities.
